SPEXS 6.5: What the Next Platform Release Means for CDLIS and S2S
CDLIS and S2S both depend on the SPEXS platform. This session will introduce the SPEXS 6.5 functional release from a program perspective. It will walk through the high-level functional enhancement areas planned for the release. The session will then focus on new data cross-check validations. These validations will inspect the quality of driver status and history data transmitted through SPEXS. They will strengthen safety by catching data issues before they spread. Attendees will leave with a business-level understanding of what SPEXS 6.5 will deliver and why it matters to CDLIS and S2S.
Identity Establishment: From Verification to Trusted Credential
Trust in a credential starts with trust in the identity behind it. This session examines the full workflow — from initial identity establishment through issuance of both physical and digital credentials — and how jurisdictions can continue strengthening confidence at every step.
Employee Safety and Security Best Practices: A New Resource for MVA Leaders
Keeping MVA staff safe requires more than good intentions. In this session, AAMVA introduces its new comprehensive employee safety and security best practices document and walks leaders through how to apply it, so attendees leave with a concrete, ready-to-use resource for their agency.
Temporary Tags and License Plate Fraud: Emerging Trends and Strategies for Better Compliance
Temp tag misuse and license plate fraud are costing agencies, tolling authorities, and the public. This session addresses counterfeit and altered plates, verification gaps, and cross-jurisdiction enforcement challenges, with a close look at Texas’ innovative temp tag model and its National Motor Vehicle Information System (NMVTIS) pilot integration. Attendees explore emerging fraud trends, practical mitigation strategies, and AAMVA’s license plate verification program as tools for strengthening plate integrity across the system.

Driving the S2S Roadmap Forward: Priorities, Progress, and the Tools Making It Happen
The S2S roadmap maps the activities that will advance the safety-driven program mission. This session will cover current S2S priorities. It will then highlight two examples of that progress. California will continue advancing toward full S2S state implementation. The rebuilt SPEXS Duplicate Resolution Tool will support faster and more collaborative resolution for states with large driver populations. Attendees will leave with a current view of the S2S program and its progress.
Vehicle Finance and Lien Fraud: Case Studies and Anti-Fraud Strategies
Vehicle finance and lien fraud is a billion-dollar problem — and anti-fraud strategies are needed to fight it. This two-part session opens with a panel of experts to share how these schemes work and the impact to the community, then shifts to how anti-fraud strategies can be used to detect anomalies and patterns in transactions. Attendees will leave understanding the scope of this fraud, the value of collaboration with stakeholders, and learn anti-fraud measures to detect and stop this fraud.
Designing for Everyone: Neurodiversity, Accessibility, and the MVA Customer
Meeting ADA requirements is the floor, not the ceiling. This session explores inclusive service design as the next frontier in MVA customer experience, examining how to move beyond baseline compliance to intentionally serve customers with cognitive, sensory, or anxiety-related differences. Attendees leave with practical, actionable steps to make every interaction more welcoming, clearer, and easier to navigate.
NMVTIS Program Update: Challenges, Risks, and Implementation Considerations
National Motor Vehicle Title Information System (NMVTIS) is only as strong as the data behind it. This session examines the most pressing challenges facing states today — data timeliness, participation gaps, evolving fraud risks, and the impact of modernization and e-titling initiatives — with practical considerations for strengthening implementation and consistency across jurisdictions.
